Urgent Action needed to protect the Human Right to Water and Sanitation!

As you read this, The United Nations’ historic 2010 recognition of the Human Right to Water and Sanitation is coming under severe threat from a number of governments at the United Nations who want to see the recognition disappear. Canada is one of the countries leading this assault by pushing for the removal of any mention of the recognition of the Human Right to Water and Sanitation from the United Nations Conference on Sustainable Development (Rio + 20, Earth Summit) negotiating text which will frame the discussions at the Rio + 20 conference in June.

The Independent UN Expert on water and sanitation herself has stated that the international human rights standard on water and sanitation agreed at the UN must guide the negotiations at the Rio+20 and the post-2015 development goals. Meanwhile, we hear reports from water activists on the ground in New York who are participating in this week’s informal discussions on the negotiating text that a group of countries led by Canada are attempting to have this language removed.

Please take this quick action by sending a letter to Canada’s mission at the United Nations demanding that as members of the United Nations they meet their international obligations to respect, protect and fulfill the Human Right to Water and Sanitation! Or, call or fax Canada’s mission to the United Nations directly and insist that they cease their assault on this historic recognition.

Below you will find a sample letter that you can use and adapt adapted from a letter drafted by the Council of Canadians and sent to the Canadian Mission on behalf of Civil Society organizations.

I, the undersigned concerned water warrior,

Seeking to protect the United Nations historic recognition of the Human Right to water and Sanitation by the General Assembly and Human Rights Council through resolutions A/Res/64/292 and A/HRC/15/L/14 respectively,

Concerned by amendments to the UNCSD Zero Draft text which seeks to remove recognition of the Human Right to Water and Sanitation,

Call upon the Canadian mission to the United Nations respect its legally-binding obligations to respect, protect and fulfill the Human Right to Water and Sanitation as embodied in the two
cited resolutions, the UN Declaration of Human Rights, the Convenant on Economic, Social and Cultural Rights, the Convenant on Civil and Political Rights and all other relevant international laws, treaties, covenants or declarations,

I further demand that the negotiations for Rio+20 and the proposed Green Economy not lead to increased violations of the Human Right to Water and Sanitation through the introduction of mechanisms designed to implement markets, property rights and trading regimes for water.

I call upon Canada to work with civil society and social movements to create the water ‘Future We Want’ which must include respect for water as a human right, public trust and commons.

Je cherche à protéger la résolution historique des Nations unies votée par l'Assemblée générale et le Haut-commissariat aux droits de la personne qui reconnaît le droit humain à l'eau et l'assainissement.

Je suis préoccupé par les amendements aux texte, nommé l'avant projet ("Zero Draft"), qui cherchent à supprimer la mention du droit à l'eau et l'assainissement.

J'en appelle à la Mission permanente du Canada auprès des Nations unies de respecter cette entente qui a force de loi et de protéger le droit à l'eau et l'assainissement..

De plus, j'exige que les négociations pour Rio+20 et l'économie verte proposée ne mène pas à une augmentation des violations des droits de la personne et de l'assainissement par l'introduction de mécanismes qui visent à implanter des marchés, des droits d'échange et de propriété pour l'eau.

J'en appelle au Canada de travailler avec la société civile et les mouvements sociaux pour créer l'avenir que nous voulons qui doit includre un respect pour l'eau en tant que droit de la personne ou droit public.
